The National Social Security Institute (NSSI) has launched the project “Design and Implementation of an Integrated System for Electronic Exchange of Documents and Data (ISEODD) with NSSI for the Payment of Benefits from the State Social Security”.

The project is financed under the Operational Programme “Administrative Capacity” of the European Union and co-financed through the European Social Fund (Priority axes III “Quality administrative services and development of the electronic governance; Sub-priority 3.2 “Standardized informational-communication surroundings). Its significance comes from the fact that the project covers one of the priorities of OPAC – to create conditions for effective implementation of complex administrative services by ensuring interoperability of key records in the state administration.

The contract with OPAC was signed on 8th August 2014 and the contract with the subcontractor – on 5th March 2015. The implementation of the project will last 12 months and should be completed by 15th August 2015.

With the set-up of ISEODD, electronic proceeding of administrative services for payment of benefits from the State Social Security and issuance of the related with the process documents by NSSI will be started. This will significantly reduce the administrative burden of the employers and the self-employed, associated with the monthly submitting of paper documents over the counters in NSSI’s offices. The possibility of errors will be reduced, as the System will provide opportunities for reviewing the data before and after the submission of data and documents. By ISEODD, the electronic submission and receipt of documents (in accordance with the regulatory requirements) will let the insurers and the self-insured to perform their duties in decreased time, and with less human and financial expenditure.

The insured will have the opportunity to receive feedback on the status of the data and documents sent by them to NSSI at any time and they will have access to timely and accurate information about the movement and status of applications for payment of their benefits from the State Social Security and the issuance of the related with the process documents.

The project is being implemented under Contract № 14-32-15/15.08.2014, with the grant financial assistance of OPAC.
